In 1990, JFK developed the Islands of Beauty Program (IOB) in Erie , Pennsylvania is a substance abuse prevention and after school program. IOB also offered the youth of Ohio and Tennessee a way to learn how to remain drug free and provided them various after school activities. The IOB program was adopted in 1994 in the Northern Mariana Islands, Guam, and the Philippines .

Also in 1994, JFK established the San Antonio Youth Center in Saipan, Commonwealth of the Northern Mariana Islands in collaboration with Duty Free Shops (DFS) and the local government. This center has served as a regional model and has provided technical assistance to develop five other centers. The San Antonio facility operates a youth and community center and provides programs which include:

• Parenting Skills
• Career Development and Job Search Workshops
• Peace Ambassadors of Goodwill
• Performing Arts
• Substance abuse prevention education classes
• Academic tutoring 
• Adult basic education classes (GED)
